I am a beginner and I am practicing the Bioconductor Basics Tutorial from 2002.

The pdf itself states "Note that this part of the Bioconductor project is undergoing very rapid development and may well be different by the time you read this. Please consult the online documentation and relevant vignettes and HowTo’s" however I am not sure how to consult the online documentation.

Could someone please direct me toward the said online documentation or another similar tutorial I could possibly work on meanwhile?

There are a whole set of workflows that you can review. Bioconductor has expanded quite a bit from what it was in 2002, so you now have the choice to learn about how to do any number of analyses.
