On empirical Bayes of edgeR

Dear all, Recently I'm reading the paper "Moderated statistical tests for assessing differences in tag abundance"(http://bioinformatics.oxfordjo urnals.org/content/23/21/2881.full.pdf+html) In part 3.2 where the estimation algorithm was stated, I have trouble understanding ALGORITHM STEP (3). My question was, How does the equation in STEP (3) relate to that in equation (4), the one right above this paragraph? I'm confused especially by the denominator( I_g(1+I_g\tau_0^2) )in the bracket.
