Packages are only released with new Bioconductor releases (twice a year). When there is one release on the announcement it there is a section for new packages, with name and link to their landing pages and the description of the packages. See the corresponding section on the latest release: https://bioconductor.org/news/bioc_3_13_release/#new-software-packages

Usually it is announced on Twitter and on the bioc-devel list (but note that this is not the primary function of the mailing list) and on the Bioc-slack.
