I'm just curious, what tool are you use to get target for specific miRNA (given miRNA or sequence of totally novel molecue)?

As I read here, https://www.ncbi.nlm.nih.gov/pmc/articles/PMC5187787/ there're plenty of packages for analysis such like this. Nevertheless, could you recommend me some of them based on you experience or reveal your strategy? I mean; bioinformatic analysis - results - experimental confirmation - interaction confirmed by experiment.
