When I am following: https://bioconductor.org/packages/release/bioc/vignettes/ENCODExplorer/inst/doc/ENCODExplorer.html I am unable to download the ENCODE metadata.

> encode_df <- get_encode_df()
snapshotDate(): 2019-10-29
Error: Public

Can someone help me fix that?

Could you please provide some additional information by running the following and showing all output given : 

library(ENCODExplorer)
encode_df <- get_encode_df()
traceback()
sessionInfo()

As currently I can run the function with no issues
