DESeq dispersion parameter

As noted in the wikip[edia entry for the negative binomial distribution see here, the negative binomial distribution has a number of different parameterizations.

When referring to the "dispersion parameter" in DESeq2, is that referring to the parameter "r" or the parameter "alpha" in the wikipedia page? They're reciprocal to one another, and either one can be called the "dispersion parameter" depending on context.

What I'm really asking is: in the dispersion estimation, does HIGHER dispersion mean MORE variability, or less?
