Those are global variables that are set in the Site.pm file. The goal
is to keep all site-specific configuration in that single file to make
upgrading and maintenance easier.
Watch for a new version of webbioc in the next few days. I just
committed an update with additional support for installing metadata,
the Sun Grid Engine, canceling jobs, and e-mail status updates. (The
update will require migrating your configuration options to a slightly
expanded Site.pm file.)
