Upregulation and Downregulation of Gene Ontology terms

What does it mean for example, a term in the biological process in Gene Ontology, has a 100% up-regulation? Does it mean that this particular process like for example, translational elongation, is hypersensitive? Im sorry I'm new to this kind of study. Thank you in advance.

Could you clarify how this relates to Bioconductor by editing your question?

it would be better to show us where it says that. It is not possible to "up-regulate" an ontology term. I think you have mis-read.

What I mean is, all the genes on that "term" are all upregulated. What would that mean?
